2008 Evaluation Documents
In 2008, the Oportunidades program entrusted the National Institute of Public Health (INSP) and the Center for Research and Higher Studies in Social Anthropology
(CIESAS) the coordination of the external impact evaluation of its different components. This task involved the development of several specific studies based on
both quantitative (coordinated by the INSP) and qualitative methodologies (mostly coordinated by CIESAS).
The present set of working papers is part of the long-term external evaluation of the Oportunidades program in rural areas. These working papers describe the
various impacts of the program in the dimensions of primary interest like health, education and nutrition, among others. These studies are based on information
derived from qualitative work (mainly, case studies) as well as from the several panel surveys designed specifically for the external evaluation of Oportunidades.

The Social Development Ministry of Mexico, through the Oportunidades Human Development Program, financed the 2007 Rural Households
Evaluation Survey (Encel) and partially financed the set of working papers which contains the analysis of the Encel 2007 data. The Directorate-General of
Geostatistics, Analysis and Evaluation, under the leadership of Concepción Steta and Citlalli Hernández, took part in the design of the Encel 2007 and the
relevant research questions. The field work was designed and implemented by the Evaluation and Surveys Investigation Center at the National Institute of Public
Health (INSP), under the general coordination of Stefano Bertozzi and Juan Pablo Gutiérrez. The field work teams were coordinated by Aurora Franco and Lynnette
Neufeld.
