The quantitative evaluation component includes information from several follow-up surveys in urban and rural areas. The quantitative evaluation of rural areas was initially assigned to the International Food Policy Research Institute (IFPRI), and later transferred to the National Institute of Public Health (INSP). INSP has been in charge of the quantitative evaluation since Oportunidades expanded to cover urban areas in 2002.
Surveys are among the fundamental tools for the evaluation of Oportunidades. They include a panel sample of households in rural and urban areas, as well as a baseline and seven-round follow-up conducted in rural areas, between 1998 and 2003, as well as a baseline and two follow-up sessions in urban areas between 2002 and 2004 (see diagram 1). This follow-up of households allows impact evaluation of the Program over a short, medium and, long term.

Evaluation surveys consist of by different instruments (questionnaires and biological tests) used to collect information not only on the individual and the household, but also on their context; i.e., the community. In this way, databases resulting from the application of evaluation surveys are fundamental to any analysis of the impact evaluation of Oportunidades. Technical notes about the data collection in both rural and urban areas are presented to facilitate data analysis. These notes clarify the data collection process and put forward analysis strategies.
